A Canada with no health accord?

The Canadian Press has reported that Canada may be looking at the possibility of health care without a federal accord outlining provincial guidelines regarding delivery of services and/or spending. As well, a 10-year health care funding plan assigns moneys to provinces on a per capita basis but with no policy strings attached. Do you think this is a health care crisis or an opportunity for meaningful change? What might it mean for the profession?
